Is Rust more CPU or GPU intensive?

Heavily CPU intensive. Rust is built on Unity and is bottlenecked by single thread speed and L3 cache size, especially in populated areas, raids and around monuments where the CPU is tracking huge numbers of players and deployables. A large cache chip such as the Ryzen 7 9800X3D can deliver 15 to 35 percent higher frame rates in Rust than a standard CPU, which is why we build our Rust machines around X3D where budget allows.
